Members of The Grand Council, Given the recent calls for an extension of suffrage we have decided to propose an amendment to Article 2 of the Constitutional Reform Act 4497 (http://classic.particracy.net/viewbill.php?billid=588510). This will allow members of our armed forces, police forces and security forces to vote in general and local elections. They will join the nobility, and people with assets worth in excess of 1 million VAN in being granted electoral suffrage. This is the first step in an expansion of the electoral system that we aim to introduce during the current electoral term. If approved Article 2 will read - "Those with assets in Vanuku worth over 1 million VAN will be granted electoral suffrage and may vote to elect the national and local parties of their choice. Similarly, serving members of the armed forces as well as veterans, current and retired member of the government's security forces and serving and retired police officers are eligible to vote in national and local elections. Only members of the nobility and other people entitled to vote may stand for election to public office." This amendment requires the backing of two-thirds of this house and royal assent to pass into law. Herlkai Adlésrmko Vrhelmszo Prefect of Vanuku (OOC: This is a constitutional RP Law, as governed by Section 6.e. of the Game Rules (http://forum.particracy.net/viewtopic.php?f=5&t=8088).As this introduces changes to the constitution it requires a 2/3 majority to pass, and it would similarly require a 2/3rds majority vote to overturn or amend it. |
