recognizing the need to address the rights of the elderly, within the welfare state. Knowing that middle and high income families have only two children by the policy of the confederation, being families without economic problems. accepting that the pension system can be maintained only in case it is compulsory. Art. 4. The allowed number of children is reduced to 1 per person or per couple (always the least) Art 5. Individuals or families may, by adoption, increase from 2 to 3 (if they adopt two brothers). Art 6. Sullestians may increase the number of children allowed up to 3 per person or per couple. In case of adoption, they can increase this number up to 6 per person per family (always the least). Art 7. The minimum age for the guaranteed minimum income shall be that established for retirement. In case of having a chronic, permanent and absolute illness or disability that prevents employment, there will be no minimum age. |

Message | This law is an inestimable advance for the elderly who, for different reasons, could not access a pension. It also focuses economic assistance on large and low-income families. The latter will give new impetus to the population and protect the traditions of Aboriginal peoples. This system is even better, but for tax reasons we will only do so in the next periods.
