| Quintilian Law on the Tribunate Senators, The most democratic institution in the historical Selucian Republic was the Tribune. The Tribune was a public official that had the power to veto decisions by the Senate and the magistrates, and, because the Tribunes could only have been elected from the Plebeian class, they granted the old Republic's poor a direct and guaranteed role in governing Selucia, serving as a check on the power and abuses of the Patrician class. Today, we face the oppression of a new Patriciate, one formed not of landowners and aristocrats, but of capitalists, bosses, the upper middle class, the rich, and politicians. In order to return popular oversight of the political process and once again involve the modern Plebeians in the political process, we propose to restrict jury membership to citizens with an annual income below SED 5,200.
