| OOC/ NOTICE: The outcome of the Civil War will be determined by this bill: http://classic.particracy.net/viewbill.php?billid=597107 This bill is only being passed through a vote for archiving purposes. THE OUTCOME OF THIS VOTE HAS NO EFFECTS. OOC: Using the elections as a gauge of L.N.R.C. support across the nation, we can see that the official party of the Legionary-Royalist State has achieved absolute majority support in all regions in both the 4524 and 4528 elections. Although the clandestine LeE had simple majority in ZRD 1 in 4528 and simple majorities in Tara Chizaneasca and ZRD 1 in 4524, Avangarda and Regalistii are two factions of a single party, so their percentages must be combined, and therefore L.N.R.C. was in fact the absolute majority in these regions. We propose that a potential outcome of the Civil War (either LNRC victory, defeat, or continued war) should be determined by the result of the next elections (4532). If L.N.R.C. obtains absolute majorities across all regions for a third time, it should be accepted that the Civil War is over and the remaining parties should begin RP as L.N.R.C factions. If this bill passes with 2/3rd majority, we would ask moderation to enforce this outcome. | Message | OOC I like the idea of elections, but I have some reluctance. You claim to be a party, however, there are two. It is unlikely that a third party will achieve an absolute majority, with two others. The system does not always work like this. In this sense it should not be 2/3 to get 51%. It should be 2/4 (both parties) to get 75%. On the other hand, I disagree that it is asymmetrical. Two fleets, a commando force and a land base are part of the revolt. And it's the biggest part of the army. If I did not create something with them, it was not to lower the future rankig. The third scenario is almost impossible. because it is very difficult for two parties that are in power to reduce their power to almost nothing. |

| Message | OOC: Right now there are 2 LNRC factions and 2 rebel parties, so it is pretty evenly matched. This is partly why I think a >1/2 threshold would be fair. Ultimately though it takes a 2/3 majority to have a revolution/counterrevolution and change the constitution. If LeE and NECP together get >50% in a region, we should consider that that region has fallen under rebel control, or at least that significant part of that region is under rebel control. To have a timely outcome to the war, and not have it drag on for many years, I think 3 consecutive elections of absolute majority for one side (rebel or government) in a region would be a fair way of determining which side has "won" the fight for that region. So if the rebels take a region in the next elections (4532), we would have to reset the 3 consecutive elections rule, and the soonest the war could end after that would be 4544. I picked "low-intensity" because there hasn't been any major RP battles since the Kuzaki declared independence, but you are right. If you want to retroactively add to the history of major battles/events that took place 4524-4532, I could take that part out. |

| Message | OOC: (clarifying my 2nd point)...the soonest the war could end with a Legionary-Royalist State victory would be 4544, of course, if anti-Legionary/Royalist forces get 2/3 majority in 4532, '36, or '40, they can overthrow the state before that (but then we might still continue the Civil War, if LNRC gets >50% majority in some regions). If we agree to determine the outcome like this (3 consecutive elections with absolute majority for LNRC in all regions results in LNRC victory, but rebels can continue to fight so long as they take an absolute majority of any particular region for up to 12 years after that victory), we can avoid having an endless civil war. Otherwise we will be in civil war as long as the Legionary-Royalist State exists. Clandestine parties could still exist in the RP, but as non-playing characters (disloyal LNRC factions might cooperate with them in secret, for example). |
