Description[?]:

Malivia is a democratic semi presidential republic. Thus, it is fair that power should be shared between the Head of State or President and the Head of Government or Prime Minister. However, Malivia has no fixed policy concerning the distribution of powers between the Head of State or President and the Head of Government or Prime Minister, which recently lead to a serious conflict between President Arya and Prime Minister Padagavakar. Therefore, we propose the following bill to stabilise the current situation and prevent conflicts within the government in the future.

Article I -
The Head Of State shall head the executive branch while the Head of Government shall head the legislature.

Article II -
In practice, both the Head of State and the Head of Government shall be equally important figures and shall overall share power with each other.

Article III -
The President shall be chiefly responsible for affairs dealing with defence and foreign policy, while the Head of Government shall be responsible for affairs dealing with the economy, internal policy, and maintainance of law and order.

Splitting executive power between the Head of State and the Head of Government is a recipe for confusion and poor decision-making. Executive power should rest with the Head of Government and the Cabinet.
