Bill: R!-5: Alteration to the Name of the Legislature of Hobrazia

Details

Submitted by[?]: Republic!

Status[?]: defeated

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: March 4564

Description[?]:

Statement to the House by Konstantine Tsintsadze as sanctioned by the Speaker:

"Republic! believe that there should be a change in the name of the Legislature, altering the Supreme People's Council to the National Council. This is to achieve two things. Firstly, we believe the people of Hobrazia are the nation, and hence to recognise their sovereignty we believe it much better suited to name our legislative the National Council. Secondly, we are of the opinion that the linguistic link between the Supreme Leader and the Supreme Council do not stress enough the separation of powers between the executive and the legislative branches of government. We can assure Supreme Leader Muscat that his title shall remain unopposed."

The Democratic Nationalists disagree in the strongest terms! The Supreme Council is of significance that the formation of the council marked the beginning of this historic government.

However far more importantly, we believe that the key word in the title of this legislature is 'Peoples'. We work for the people and are elected by the people and thus the Supreme 'Peoples" Council is symbolic of this fundamental aspect of our democratic constitution.

“Democratic? Democratic? How dare they say the current fad of the constitution is democratic. How can you call a non electable Head of State democratic? How can you call the laws behind cabinet formation democratic? How can you call the laws of nobility in our country democratic?…”

*The Speaker stands and calls Tsintsadve to order for speaking without obtaining permission from the Chair. Tsintsadve stops abruptly and storms out of the chamber.

MessageMr speaker,

Members of the council I am sure will agree such behaviour in our legislature is unacceptable to the highest degree. Such actions demonstrate a feeling of contempt towards our head of state.

This Government has been elected to our position. Mr Muscat our Supreme Leader was elected to his position, and then re elected in 4556: http://classic.particracy.net/viewnews.php?after=30672&before=30684

So I ask the honourable gentlemen, will be come back to the chamber and apologise to the council, and our supreme Leader?

MessageStatement from the Speaker:

I have received a notice from Mr Tsintsadze, which I believe will be of this Council's interest. The gentleman has extended his apologies to myself, the Speaker, for the manner in which he behaved. He has accepted that such conduct was not acceptable for the highest legislative body in the country. However, he has refused to apologise directly to the Supreme Leader, and on this matter I wish to say a few words.

As distasteful as DNP members of this Supreme Council may find Mr Tsintsadze's opinion regarding the Head of State, it is imperative that free speech regarding political figures of this administration is fully permitted within this chamber. I myself am of the opinion that the Council is the mouthpiece of the people, and the most important tenet of our political system. We must therefore, allow for total freedom of speech for anyone talking within it.

For this reason, I believe it not necessary for the gentleman to apologise to Mr Muscat. However, I would echo the views of the DNP that a personal apology in front of the Council would be the courteous action for Mr Tsintsadze to take, though of course whether he does so or not is a matter of his own personal judgement.

MessageMr Speaker,

Having discussed among ministerial colleagues and others, the DNP would be willing to vote in favour of changing the name of our parliament to the 'National Peoples Council'

We want it to be clear that the legislature serves the people of hobrazia in every aspect of its culture, and also its name. I believe this to be a fair compromise and ask if Republic! if they would be willing to agree?

Out of deference to the Speaker and the members of this Council, I apologise for my conduct in the Council. We would be willing to compromise on the name on the legislature and will put forward a bill to confirm this compromise.
