1. The right of every person to access the Internet is hereby established in order to exercise and enjoy their rights to freedom of expression, opinion and other fundamental human rights that make up democracy, so that the republics and the Confederation of the villages of the center of Keris, have the responsibility of guaranteeing that the access to Internet is widely available, not being able to unjustifiably restrict the access of a person to Internet. 2.
