| Mr Speaker, being an Emperor our constitutional monarch, it is only logic to call the security force dedicated to his protection as "Imperial Guard". It shall provide personal security for the Emperor and the Empress, Crown Grand Prince and other members of the Imperial Family of Istalia, as well as protection of Imperial Estates, including the Quattroregni Palace's Imperial Seat, Borromesi's Castle, Hunting Residence of Terracche Lakes. It is confirmed among the duties of the Imperial Guard the protection of foreign heads of state or government visiting Istalia. The Imperial Guard will be a 1000-member Corps part of the National Gendarmerie. The Imperial Guard, although will participate in parades and other ceremonial events, will be a fully functional combat unit. A candidate to enter into the Imperial Guard, in addition to physical requirements (at least 190 cm in height and an "adequately harmonious" constitution) and an undisputed personal and family morality, it is necessary to have excellent disciplinary and service records, demonstrated by at least six months of territorial service and as many months of traineeship in the Regiment (with a final exam). They must know how to ride perfectly the horses of the corps and must also be able to drive with great skill several other vehicles. Importantly an Imperial Guard must have the physical endurance for prolonged standing service shifts, carried out with austere immobility but, above all, indispensable skills and readiness, to manage many delicate operational situations characterized by a large public presence and by the need to ensure a discreet, but always effective, protection. The Imperial Guard members shall be obviously trained to escort the Emperor and the members of the Imperial Family, for which they have a vast range of equipment. Among them shall be those trained for the role of sharpshooters. The Guards shall also be trained in martial arts techniques, self defense and skydiving. In addition to its security duties, the Imperial Guard is also responsible for fire-fighting within the grounds of Quattroregni Palace, maintaining fire engines and trained staff of this purpose, and it is also responsible to the protection of foreign heads of state visiting Istalia. |

| Message | Mr Speaker, to respond to Hon. Vinci, this is a law to provides adeguate protection to our Head of State, His Majesty the EMPEROR MICHELE I. He is an HEAD OF STATE, which has all the right to have an adeguate protection, as well as his headquarter, his heir, as future HEAD OF STATE, and his family, a protection accorded to any head of state of the world. There are Presidents around the world, and also in Istalia there were, that has many more resources put in place for thier protection.
