We propose outlawing every untrustworthy paramilitary (ie what isn't coalition controlled) but strengthening the powers of paramilitaries that remain to be equal to that of the police services. |

All these attempts at implementing policies to suppress dissent and then there's this one to give paramilitaries within the coalition equal power to the police in order to further enforce such policies.
