This bill sets a regulation of the Shadow Cabinet

- The largest opposition party forms after each election a team of Shadow Ministers (a mirror image of the government) called Shadow Cabinet
- The Leader of the Opposition, who leads the Shadow Cabinet, appoints the Shadow Ministers, conventionally Shadow Ministers are members of the largest opposition party but it is also allowed that Shadow Ministers can be members of other oppositional parties if the Leader of the Opposition allows it
-The Shadow Ministers comment on the respective plans and decisions of the acting ministers and at the same time prepare for the assumption of office after a change of government
- Every Shadow Minister can ask the government about specific topics
-After each election the Shadow Ministers must be made known for the parliament and public
