Let me put it simply... this treaty is a humiliation to the Valruzian identity. We cannot agree with any articles of the treaty, as that would be a betrayal of our culture and traditions. To allow crossdressing and the right to change ones gender is absurd, I'm afraid we will have to vote no on this.
