This constitutional amendament fully replace the "Constitutional Law on the President of the National Assembly" adopted in March 4635 (http://classic.particracy.net/viewbill.php?billid=608530):



The President of the National Assembly is elected among the members of the National Assembly belonging to the largest party. A pre-electoral coalition of parties achieving the 35% of the seats of the National Assembly shall be considered as a single party in electing the President.

The President of the National Assembly coordinates the work that takes place in the Assembly.

The President of the National Assembly does not take part in the debates, nor does the President participate in the parliamentary committees.

As pe amended Article 5, Title I, of the Imperial Constitution (http://classic.particracy.net/viewbill.php?billid=608546), the President of the National Assembly appoint the Prime Minister after consultation with representatives from each party group in the National Assembly. The President instructs the appointed Prime Minister to presents a list of Ministers. The President confers with the Vice-President before placing a cabinet proposal before the National Assembly for the vote of confidence.

If the National Assembly express through a vote of no confidence that the Prime Minister, or a member of his or her Government, no longer has its confidence, the President of the National Assembly shall inform the Emperor asking to the Head of State to discharge the minister concerned and to adopt the adeguate measures of the cases.

During such time as a member is acting as Speaker of the Riksdag, his or her mandate as a member shall be exercised by an alternate.

The position of President of the National Assembly is the second highest ranked public position in the Istalian Empire. In terms of protocol, the Monarch outranks the President since the Monarch is the Head of State.
