OOC: For Some Reason the Debate bill holding these laws were purged so I’m gonna just reestablish this one real quick if the legislation passes it. Section 1(Making a cabinet) ..1) The Process of forming a new government will begin following the conclusion of the election. ..2) Any Party, with seats in the National Government, may propose a government ..3) Each Party is only allowed to propose 3 cabinets each term. ..4) If Congress fails to establish a new government within the first 2 years of a government an early election must be held ..5) The previous government will act as a caretaker until the new government is made. ..6) Only one government can be formed per term. Section 2(Cabinet Vacancies) ..1) In the case that a Minister is unable to perform the duties of their office this section comes into effect ..2) The head of government will be required to propose a new government filling in the vacancy ..3) The government must remain exactly the same except for the vacated Ministries ..4) Until the vacancy is fulfilled, the Head of Government will take over control of the Ministry until the vacancy is filed. .Section 3 (Vice President) ..1) After an election, the President will appoint 2 Vice Presidents. ..2) The Vice Presidents must be from different parties than the President. ..3) One Vice President must be named the Senior Vice President, ant the other the Junior Vice President. ..3) The President will submit his appointments to the National Congress in a resolution labeling the senior and junior. ..4) If the office of Senior Vice President becomes vacant during a term the Junior Vice President will be promoted to Senior, and a new Junior Vice President must be nominated ..5)If the office of Junior Vice President becomes vacant during a term the President must nominate a new Junior Vice President. ..6) If the President fails to nominate the Vice Presidents within the first 2 years of their term, Congress may take it upon themselves to nominate the Vice Presidents for the protection of the line of succession.* .Section 4 (Speaker of the National Congress) ..1) The Speaker presides over the Congress’ debates, determining which members may speak. ..2) The Speaker is also responsible for maintaining order during debate, and may punish members who break the rules of the Congress. ..3) Any party with seats in the National Congress can run for Speaker elections. ..4) The National Congress will determine how to elect the Speaker. .Section 5 (Line of Succession) ..1) The Senior Vice President assumes powers of the President when the President dies, resigns, or becomes incapacitated. ...a) If the President dies or resigns, the Senior Vice President becomes the President, and the Junior Vice President becomes the Senior Vice President ...b) If the President becomes incapacitated, than the Senior Vice President becomes Acting President until the President can recover, and the Junior Vice President will act as the Senior Vice President until such a time. ..2) If the office of Senior Vice President becomes vacant, the line of succession is as follows: ...a) Junior Vice President ...b) Speaker of the National Congress ...c) Minister of Foreign Affairs ...d) Minister of Internal Affairs ...e) Minister of Finance ...f) Minister of Defense ...g) Minister of Justice ...h) Minister of Infrastructure of Transport ...i) Minister of Health and Social Services ...j) Minister of Education and Culture ...k) Minister of Science and Technology ...l) Minister of Food and Agriculture ...m) Minister of Environment and Tourism ...n) Minister of Trade and Industry ..3) When the President's party becomes inactive, they are considered incapacitated and the line of succession will activate. ...a) The person will become Acting President until an election can be held or the President's party is reactivated. .Section 6 ..1) Whenever the President transmits to the Minister of Foreign Affairs and the Speaker of the National Congress their written declaration that they are unable to discharge the powers and duties of their office, and until they transmit to them a written declaration to the contrary, such powers and duties shall be discharged by the Senior Vice President as Acting President. .Section 7 ..1) Whenever the Vice Presidents and a majority of the cabinet transmit to the Speaker of the National Congress and the National Congress that the President is incapacitated, the Senior Vice President will become Acting President. ..2) Thereafter, when the President transmits to the Speaker of the National Congress in their written declaration that no incapacity exists, shall be reinstated with their presidential powers and duties. ..3) This can be overridden by the Vice Presidents and cabinet. ...a) If said possibility arises, the Senior Vice President will remain Acting President. ...b) The National Congress will then assemble after 48 hours. If 2/3 of the National Congress believes the President is still incapacitated, than the Senior Vice President will remain Acting President. ...c) If the National Congress fails to reach a 2/3 majority, the President will be reinstated with their presidential powers and duties. |

Message | OOC:this has not been approved by the majority of the parties, and were not either when they were made, and they are way too complex to roleplay well, and they look like the United Party made them to make it impossible for another party to roleplay. Sinc the VP can overthrow the President unless he has 2/3 majority, the Beluzian Party will not abide by them, changes I ask are removal of section 7. |

Message | OOC: One this Bill was originally proposed by another party a while back, two I do believe it carried a majority of parties then, three this Bill can be approved by a majority of parties if the UBWP and SUP agrees, three the Vice Presidents alone cannot vote for the removal of the President And the National Congress is the body that needs to vote 2/3 against reinstatement not the other way around Also an explanation of what each section means as it is not overly complicated: Section 1 is just an order of how parties can propose Cabinets so as to prevent consistent Cabinet spamming Section 2 simply states what occurs in cases of a Ministry being vacant requiring the Head of Government’s party to propose a replacement Section 3 is general info about the establishment of the Senior and Junior Vice Presidents, although I guess in the current regime it should be Vice Chairmen, it is not too complicated simply the party in control of the office should ask 2 other parties for individuals to appoint as Vice President l Section 4 Establishes the rules and duties of a speaker Section 5 establishes the line of succession to the Head of State and, if they are the same, Head of Government Section 6 states what happens if the President/Chairman indicates that they are incapacitated, I believe this is almost a copy paste from the US Constitution it’s self Section 7 allows the Vice President and a Majority of the Cabinet to declare the President incapacitated however the President states he is fine, then he is reinstated unless the Ministry and Vice Presidents overrule him, if they try to overrule him the National Congress must assemble and vote, if 2/3 of the Legislature votes the President is still unable to preform his duties the President is not reinstated, but if they fall short of that total the President is fully reinstated |
