Members of the Assembly,

The government wants to present this law, that willd force a more direct separation of the legislative and executive powers of the State. For this, those members of the National Assembly who are appointed as Ministers of any government must leave their functions in the Assembly, and therefore, assign their parliamentary position to other members of the party. Ministers may present proposals in the Assembly and come to defend them, but they will not have the right to vote on them. This law will be applied to Ministers, Viceministers and Undersecretaries of the Government. In order to replace them, their positions will be filled by the next member of the party in the list.

MessageMr Speaker,
the National Alliance expresses no issue with this proposals but we would like ask to the colleagues who are presenting the bill to add some more specification. We would like propose:

- To specify that Ministers State Secretaries, Ministers, Vice Ministers and Undersecretaries can be chosen from among the members of Parliament, as is usually the case, or outside it, a choice usually taken in order to bring special skills to the government.

- To specify that once the appointed Ministries left their functions in the Assembly, at their place shall be appointed from their respective parties the most voted of those not elected in order of precedence within their electoral district's party lists.

We invite the colleagues to work to avoid loopholes in the legislations.

Thanks for your advice. We are waiting for the rest of the parties to express their views in this issue, as we are more than open to suggestions. To answer your suggestions,

- Every office within a government position is decided by the government, which means that there is no limitations in where do Ministers, Undersecretaries, etc come from, but as soon as they assume their new roles, they should leave the Assembly.

- This law would only apply to Members of the Assembly that joins the government, meaning the positions of Minister, Vice Minister, and Undersecretaries.

- Regarding their substitutors, we agree that the next person in the party list should be given the seat left empty by their predecessors.
