| People of Mordusia, Honorable members of congress, The Council of Weapons of Mass Destruction act aims to give nuclear, biological and chemical superiority to the Empire. We shall no longer be seen as a nation of lesser strength. We shall no longer be used by the rest of the world. From now on we shall be treated as superiores. This bill also wishes to create a Council of Weapons of Mass Destruction, which is either under control of the HoS or HoG. The Council shall be composed by: I - The Commander-in-Chief. He has the last and final word. Whatever order he makes must be followed. He has the power to call upon the Council. He may only make a decision without it if the circumstances obligate him to. II - Chief of the Defense Forces, Chief of the Mordusian Army, Chief of the Mordusian Navy and Chief of the Mordusian Air Force. Their sole purpose is to aid the Commander-in-Chief in his decision. Under no circumstances shall they make a decision. II - Other senior officials the Commander-in-Chief sees vital for the Council. In the unfortunate case the Commander-in-Chief cannot accomplish his role, the successor takes over. This bill is open for debate. |

| Message | These are extremist proposal. The PB will not support this bill under any circumstances. The use of nuclear and biological weapons are allowed in non-civilian areas but we should as a democratic advenced country differentiate the army and normal civilians l. Every war is cruel but should accept and follow the rules of war. |
