The current housing situation and population distribution across the country is unadvanced and needs major changes in housing policy.
Designated villages, rural villages that suffer from isolation and the small population and thus with poor workforce, villages or towns outside of large cities that suffer from poor communication and bad economy and do not gain profits from economies of big cities or other cities that are economically weak need a solution in the form of uniting villages or towns or integrating them into towns and cities. The designation of areas as new cities and the transfer of development control functions to a development institution should be made possible. The New Town Development Institution (which is run by democratically elected representatives from local governments), which is responsible for the administration, design and development of new towns. This is a democratic public institution (which has its own capital) financed by the government through government bonds or subsidies. The boards are elected from local governments; they receive planning and ordering powers.
The task is to create development frameworks for a mix of living, office, industrial and agricultural development, transport infrastructure and open space. Cooperation and negotiations with private construction companies are also conducted by New Town Development Institution.
The commissions, which exist both from the central government and from local governments or construction companies, should write reports and recommendations for the NTDI.
The new urban developments should have a population of up to 40,000 people. They should be built on the green field as much as possible. There should be mostly single-family houses or large apartment buildings with low density. The houses have to be organized in neighborhoods around a primary school and kindergartens, a pub and shops with basic food. There should be a balance between living and working.

MessageWe support these policies even though there is no funding nor tax incentives set aside for these proposals. Hopefully, the current government is using the towns and cities identified in the SCP 1.4 "Small Is Beautiful Initiative" (http://classic.particracy.net/viewbill.php?billid=611055).
