Whereas many new parties have been created in Hutori, and Whereas many of these parties are inexperienced legislators, and Whereas many recent bills seek to create government programs without giving mandates for said programs, Be it resolved that the house of parliament allow members to invite bureaucrats to the House of Parliament to speak on bills and aid with the drafting of legislation while the bill is still in debate phase. OOC: this motion essentially is to allow the Government of Hutori account to comment on bills when invited by a member of the house during debate phase. Regardless of what the legislation does, there needs to be actual thought put into it, and having someone with a lot of experience to help will allow us to create much stronger legislation. |
