Social Democrats are trying to establish democratic system, where political power won't be consolidated in only party or one man. Therefore, we propose of introducing Senate and Regional State Parliaments where locally laws can be changed in certain state if it's voted for in both Chambers.


Senate

Election of the Senators
The Senate is consisted of 53 members, called senators. They are elected every 4 years, or when general snap elections are called.
The senators for each political party will be awared in the following way:
- 5 seats will be given according to the winning party in every state (e.g. if SWP won plurality in one state, it will automatically gain 5 senators representing that state)
- 5 seats will be given according to the proportional party vote, including all party that are contesting in the elections
- 1 addition seat will awarded President, Prime Minister and the Minister of Internal Affairs. So, President, PM and Minister of Internal Affairs will appoint minister who is comming from their party, but can opt not to and can enodorse independant senator or senator from another party.

Voting about laws in the House of Representatives and the Senate
Every law must be passed only if Senate approve it. Firstly, every law must pass in the House of Representatives, where PM can dismmiss only one vote once PM is elected at that position(after every elections this right is turned on again, although they were snap elections, and although he isn't still elected but offically holds the position). The same is applied for the Mr President as for Prime Minister, only Prisident can dismiss Senat voting.


State (Regional) Parliaments

State Parliaments will firstly uppon their constitution have 100 seats. It is then uppon the regional parliament to decide how many seats it will have. But according to the Constituions it should be considered to have from 35 to 350 seats. Once regional parliament approves certain law, this law will be applied only in the State teritory. However, House of Representatives & Senate can took them away that priveledge if certain law is changed.

If this method was introduced to Senate Voting in the previous elections, the result of the Senate would be as followed:

CPL 8 + 1 + 1 + 1 + 1 = 12 + 1 (for now Interm Minister)
SD 2 + 7 + 7 + 0 + 1 = 17 + 2 (for now President & PM)
CRP 0 + 1 + 1 + 1 + 1 = 4
SWP 0 + 1 + 1 + 8 + 7 = 17

It is noticible that although CPL won the most votes, in terms of popularity it didn't menage to win the most seats. No party won the absolute majority, but this system of voting for Senate is favourising larger parties, because although CRP won more than 15% of popular vote it would have won only 4 seats. This system voting is also making 10% for every state. So, if you are intersted in this and would like to contribute on making Senate, I would like to hear your reaction.
