| The Government hereby proposes to turn over the bulk of the housing stock to private ownership, while maintaining a reserve for social purposes. We furthermore believe that stakeholders, i.e. tenants and landlords, should negotiate rents for themselves, rather than face an authoritative government mandate. Thus, in addition to the Articles below, we propose that a new Tenancy Court be established to adjudicate in disputes in matters concerning rents.
