| This law regulates political and state progress. - If there are two or fewer parties in the national political scene for a given time, the constitution calls this political instability. In this case, both or one party can form a transnational government. Even in a coalition of two parties, the parties must take each other into account. However, the rights are not the same as for military or natural disasters. Traditionally, the government shouldn't make a big and overly important decision. The government should wait and try to establish political stability. If the political scene does not end in two years, only if there are two parties, the period of political instability ends because there was enough time for new parties to be established and the government can therefore decide normal and important laws with two parties and everything will go back to normal.
