| Whereas, the Commonwealth of Hutori currently covers medical costs for low income individuals, and Whereas, there is no public coverage option for citizens of Hutori who do not qualify as low income, and Whereas, coverage for these citizens is therefore split between a number of private health insurance companies, and Whereas, this creates a redundancy in administrative costs, as well as a perverse incentive on the part of these companies to save money by rejecting insurance claims, and Whereas, universal coverage overseen by the government would allow for a wider segment of risk-sharing, resulting in a cheaper average cost to insure, and Whereas, this would also eliminate inefficiencies and excess expenditures associated with administrative and billing costs, and Whereas, a progressive tax rate associated with the Hutori Health Plan would still be lower than the collective premiums, deductibles and costs on average under the private insurers, therefore Be it resolved that the Commonwealth of Hutori implements a public healthcare coverage option, known as the Hutori Health Plan, and Be it further resolved that this plan will come into full effect in 4705, giving three years for private insurers to cease operations, and Be it further resolved that the Hutori Health Plan will offer distinct risk plans, as private insurers currently do, that are tailored towards population segments which have different health expenditure patterns than the national average. |

| Message | Honourable Members I'd like to make note of the most recent changes to the Hutorian Healthcare Act. Current universal coverage underneath the Hutorian Health Insurance Corporation, is set for those set under 55,000 HLR, which I'll note is set at the Median Income Rate for the entire country. After that, it goes on a scale that higher income earners making more receive less and less government support. This was the primary reason why Healthcare received an additional 10 Billion HLR in funding. To fully fund a complete subsidy for every Hutorian in the nation, this policy would cost upwards approximately of 40 to 50 Billion HLR, and require a 17 to 27 Billion HLR increase to the Health and Social Services budget.
