OOC: Every region has one seat in the Upper House, this means that there are a total of 5 seats in the Upper House. The party (or party's) controlling the regional governments can cast a vote on a bill and with 3 votes in favour a law that was passed by the Lower House will also be passed by the Upper House.

This is all in RP ofcourse, as game mechanics dont allow two houses.
