| Preamble: In 4694, the Royalist Government put in place phase 1 of our military modernization plan. That phase focused on the navy, replacing or modernizing our entire fleet of Bekenial Class Frigates, and is scheduled for completion in 4725. This legislation will plan the next phase of our modernization plan, modernizing the Air Force. This program will be carried out over a period of fifty (50) years and will cost a total of 651,050,000,000 Lira. The timeline of the program makes this affordable for Hutori, as it will cost 13,021,000,000 Lira per year. The program will begin immediately upon completion of the Navy's modernization, so as to not force us to increase spending for the next 18 years, the program will be completed in 4775. Article 1) Modernization of the HF-35 fleet. 1.1 A new variant of the HF-35 currently known as the HF-35x will be developed. The cost of developing this variant of the HF-35 will be 45,000,000,000 Lira. 1.2 Both the HF-35A fleet and the HF-35C fleet will go through a modernization program to upgrade all 2304 of them to this latest variant. It will cost 50,000,000 Lira to upgrade each jet, and the total cost will be 115,200,000,000. Article 2) HF-44A Purchases 2.1 Hutori will purchase 2 airwings of HF-44A Fighter Interceptors, this totals to 192 individual jets at a cost of 900,000,000 Lira per jet for a total of 172,800,000,000 Lira. Article 3) HB-22 Modernization 3.1 Hutori will modernize all 60 existing HB-22 jets in our fleet. This will cost 100,000,000 Lira per jet for a total of 6,000,000,000 Lira. Article 4) HB-0 Stealth Bomber Purchases 4.1 Hutori will purchase 24 HB-0 Sealth Bombers at a cost of 288,000,000,000 Lira. Article 5) Development and Purchase of Satanial VIII Ballistic Missiles 5.1 Hutori will develop a new type of ballistic missile known as the Satanial VIII Ballistic Missile. This program is expected to cost 20,000,000,000 Lira 5.2 Upon completion of the development, Hutori will purchase 45 of these missiles at a total cost of 4,050,000,000 Lira. |

| Message | Mr Speaker, We are proud to table the next step in our military modernization plan, our plan to modernize the Air Force. This plan is the most comprehensive military modernization in centuries, and we are extremely proud of it. I'd like to thank the honourable Minister of Defence for his help in drafting this plan, and his entire staff as well. This plan took a long time to complete, but we have ensured nothing has been overlooked. We will wait until May to move this bill for a vote so that other parties may have time to comment and make suggestions. Rt. Hon.
