This is a modified Bill. The previous proposal banned all forms of shops. This Bill waters down the proposal with the purpose of at least taking one step forward - that of making closed shops themselves illegal, while still allowing union shops and agency shops. The reasoning remains the same, viz: The citizens of Beluzia should always be given the opportunity to make their own choices, where legal. The current law on closed shops prevents any citizens not wishing to join a particular Trade Union from enjoying gainful employment in some sectors of our society, This is a direct breach of citizens' right to choose and should be made illegal. Similarly, the current law forces each citizen to belong to a Trade Union. Again, this should fundamentally be the subject of choice on behalf of the individual. There is no reason to be undemocratic. |

Proposal[?] to change Closed shops are places of employment where only members of a specific union are allowed to work; union shops can hire non-members, but these have to become members after a certain time; agency shops can hire non-members, who have to pay a fee to cover the unions costs. All three are erected by union agreements. (Only valid if unions are legal)
Old value:: Closed shops, union shops and agency shops are legal.
Current: Union shops and agency shops are legal, but closed shops are not.
Proposed: Union shops and agency shops are legal, but closed shops are not.

Old value:: Trade unions may exist and all workers must have membership in one.
Current: Trade unions may exist and worker membership is voluntary.
