| BE IT ENACTED BY THE NATIONAL CONSULTATIVE ASSEMBLY PREAMBLE: Whereas in a state of political crisis the Socialist Party mobilised the citizens of the country to restore order, and since the Socialist Party which was formed by several trade unions declared to be the vanguard of the working class, and since the workers and people of the country are now all for a people's democratic society under the leadership of the Socialist Party as their vanguard, and since the party is committed towards the socialist construction of the nation which is overwhelmingly supported by the people against any reactionary or counter-revolutionary project, SECTION 1: This bill is the SP - 7 Vanguardisation Act. SECTION 2: The Socialist Party in our society should be the governing nucleus in all walks of life. It is the vanguard of the people and serves the people. SECTION 3: The Socialist Party mobilizes the people in the course of socialist construction of our society. SECTION 4: No other political party are allowed to actively operate on our soil. SECTION 5: Though the Party may be granted a leading status in the society, basic freedoms like freedom of speech and expression, freedom of opposing shall be granted. SECTION 6: The state shall be structured on the basis of people's democracy and democratic centralism. People's democracy is a system where there are various classes but these classes are led by the working class on a socialist road of construction. In a People's Democracy, candidates are selected and elected to legislatures democratically and collectively by themselves where the party doesn't nominate or interfere in the nomination of candidates. Structuring the state on the basis of the principles of Democratic Centralism means the conscious of the people which is the vanguard party guides and leads the society. SECTION 7: The right to Criticism and self-criticism shall be practised and this practice should be strictly ensured. SECTION 8: People are allowed to form independent organisations which shouldn't politically operate. SECTION 9: This bill becomes a law after the National Consultative Assembly passes this bill with a clear majority. |
