BE IT ENACTED by King Percy I with advice of the House of Commons of the Federal Republic of Vorona as follows: Section 1: Purpose The purpose of this bill shall be for the amendment of the Constitution. Section 2: House of Lords Establishment 1. This bill shall establish a House of Lords as a second chamber of the Federal Republic of Vorona's Legislature. 2. The House of Lords shall consist of not more than six hundred members, elected by the people in a general election with a tenure of 72 months. 3. The House of Lords shall have the sole responsibility of scrutinising the House of Commons and the Government. 4. The House of Lords shall also have the equal rights of the House of Commons. 5. At the beginning of a new house, the House of Lords shall elect a Lords Speaker and a Deputy Lord Speaker. 6. The Lord Speaker shall not vote at any time except the House in Committee of the Whole. 7. The House of Lords shall establish its own rules and procedures. Section 3: Privy Council 1. There shall be established a Privy Council which shall act as an advisory body to the King Percy. 2. The Privy Councillors shall consist of the Prime Minister, Leader of the Opposition, Ministers and Shadow Ministers, and other members as appointed by the King Percy. 3. The Privy Councillor shall assist the King Percy in establishing orders. Section 4: Period of Effect 1. The Bill shall come into effect when passed according to the procedures as established in the Constitution. |
