Members of the assembly, first as leader of the major opposition party I must congratulate the prime minister on his immense election victory and hope to work constructively where possible with the cabinet, and also will ensure that the CNP hold the government to account at all times.

As per the constitution of our nation, we propose the introduction of an official to chair debate and runnings of the parliament.

We propose the title of this role is Speaker of the National Assembly.

Article 1;
- The Speaker of the National Assembly is elected at the start of a new parliament.
- It should be customary for the role to be held by a member of the opposition.

Article 2;
- The speaker must denounce party membership and will become neutral in all parliamentary proceedings
- Their role is simply to maintain order within the legislature, and use their position in a responsible way to allow for rigorous debate whilst maintaining the tradition of the National Assembly.

Article 3;
- All parties when debating must start each statement to the legislature with 'Mr Speaker'
- This ensures his/her presence is constantly reminded to members and therefore respect in the chamber is maintained.

Article 4
- The speaker is elected to the National Assembly by a simple Majority vote ; (ie. 50% + 1)
- The speaker should serve for the length of the parliament
- After an election, a new speaker should be appointed
- If non is proposed, then the current speaker maintains their role.

MessageThe Prime Minister thanks the Leader of the Opposition for its congratulations and welcomes the offer to work constructively with the government.
This will be appreciated by all opposition parties, as despite its large majority in the National Assembly, the Alliance Party believes that this is a parliament representing the whole of our nation, and a minority of the country (and as such needing to be heard) voted for parties on the other side of the chamber.

Fear not, though, that the government will not flinch from using its majority to ensure that legislation is passed which it believes is to the benefit of our citizens if it finds that its policies are being hindered. It is in these circumstances that being held to account by the opposition comes into play, and for which the cabinet is prepared.

We trust that the Leader of the Opposition will bear with us in the debating of this Bill, as it will have been noted that the Alliance has introduced a series of Bills which are intended to trigger discussion of all things constitutional, including the role and appointment of the Speaker.

It may also have been noted that this speech did not begin with "Mr Speaker", as until it is established who the speaker is, the address would seem to be superfluous. It is perhaps something we would want to raise in the general constitutional debate in any case as to whether we adopt such a manner of address.

MessageThe legislation currently relating to the Speaker was passed in this Bill in 4685:

Under that legislation, the Alliance Party can (it does not say this is mandatory) nominate a candidate for the position of Speaker.
The Bill goes on to say that "if no new speaker is selected then the previous speaker remains".

As time is running out on the current Bill raised by the CNP before voting ceases, the government will be voting against this proposal and encouraging parties to contribute to the Bill introduced by the Alliance Party debating the role and appointment of the Speaker.

On a point of order, would the Leader of the Opposition confirm that this current Bill of theirs was intended to supersede the one from 4685?
