Preamble:

The Government of Hutori recognizes that sex trafficking is a serious issue in our country. This legislation seeks to protect young women and girls across Hutori from sex trafficking and exploitation by creating a special task force to investigate sex trafficking cases as well as preventing potential cases. This legislation will also create a program targeted at high risk communities to help vulnerable women and girls avoid becoming trapped in the life of sex work.

Article 1) Sex Trafficking Prevention Task Force (STPTF)
1.1 The government will provide 200 million Lira annually to the Hutorian Federal Police Service to create and maintain the STPTF.
1.2 The STPTF will be tasked with investigating sex trafficking cases and preventing potential cases.
1.3 The STPTF shall have a minimum of 2 offices in each province.

Article 2) Community Based Programs
2.1 The government will provide 300 million Lira annually to programs that help women and girls who are trapped in the sex trafficking industry, those who are at risk, and provide scholarships to young women who otherwise would not be able to afford a post secondary education.
2.2 These funds will be targeted primarily towards communities deemed high risk for sex trafficking, but will be available to programs all across Hutori.

Article 3) Transitioning Fund For Those Currently In The Legal Sex Work Industry
3.1 The government will provide an additional 300 million Lira to help women transition out of the sex work industry.
3.2 This will be distributed as scholarships for those who have never received post secondary education and would like to, and also through direct wage subsidy payments to sex workers while they search for other employment.
3.3 It will be illegal for employer to discriminate against former sex workers in their hiring processes, any employer found to have violated this legislation will face a fine of 50,000 Lira.
3.4 The government will also create a tax incentive program for employers who hire former sex workers.

Article 4) Implementation and Enforcement of the Anti-Degeneracy Act.
4.1 The government may not seek royal ascent for the Anti-Degeneracy Act before January 1, 4740.
4.2 While the Anti-Degeneracy Act outlaws prostitution, it is to be enforced as the act of purchasing sex, or forcing/coercing someone into prostitution is illegal. (OOC: I don't think particracy has an option to make it legal to be a prostitute but illegal to purchase sex)
4.3 As with prostitution, actors/actresses in the porn industry are not to be punished for taking part in the production of pornography. The producers and those who purchase it will be punished.

Considering that prostitution and pornography are perfectly legal in this nation, until the government's authoritarian bill is passed, could the Prime Minister of the Minister of Justice point out the issue we have in sex trafficking? Is the Government just creating legislation to deal with a problem they themselves are creating?

Since the Leader of the Opposition is so willing to outright object there is a problem here in Parliament, would she be willing to look a victim of sex trafficking in the eye and say the same? While the Liberals grandstand and make outrageous claims of authoritarianism from our government, we will continue to look out for those vulnerable to sex trafficking in this country.

I'll finish with one last question for the Leader of the Opposition, does she believe that there is no sexual exploitation of young women and girls in the sex industry?

Perhaps the Prime Minister should have done his research as I am a former sex worker. I worked inside of the system he is currently trying to outlaw, the system that protects young women in girls by the very federal police he know intends to turn onto them for deciding to make a living. The current system protects the women who chose to be in that field of work.

I'll gladly answer the question directly, there is exploitation, which right now is thankfully tackled with punitive punishments for those who decide to abuse the protections the system currently has in place. Let me ask the Prime Minister a follow up; does the Prime Minister believe removing the legal protections sex workers currently have in Hutori will solve a problem or make it even worse by forcing the sex industry underground, and actually making sex trafficking an epidemic, rather then an outlier in Hutorian society; we were on the government benches just over a year and a half ago with the current Prime Minister, and he should know the criminal statistics just as well as I do; we both sat at the same cabinet table. There was no sex trafficking issue in Hutori; this Legislation will in fact create one!

I'll give the Leader of the Opposition another chance, is she willing to speak directly to victims and tell them sex trafficking is not a problem in Hutori?

The idea that this program will create a sex trafficking issue in Hutori is simply false, the problem already exists. This legislation will give police the ability to better handle these cases and ensure those responsible will be brought to justice. And let me make one thing clear, those women who are currently trapped in the life of sex work will not ever be punished, that is not what our plan is designed to do. Our policies are designed to target those who exploit women and girls. Prostitution will become illegal, however the punishment will always go to those purchasing the sex worker's services, not the sex worker themselves. The punishment will also go to those who force women into sex work.

Our plan will help women trapped in that industry receive the education and training that they need to find a fulfilling career in an industry of their choice, instead of one that they entered into because they felt they had no other option, or were forced into. Like I said before Mr. Speaker, on this side of the house, we want to protect young women and girls from being exploited.

Weird, I've read the Anti-Degeneracy Act, and I don't see any clauses that protect the women, it merely outlaws prostitution, I believe the Prime Minister of all people should understand the need for accuracy in the creation of Bills, especially the regulations that surround them. If the Prime Minister wanted to ensure there is clemency for sex workers who are caught in the act in the future, why didn't he ensure the Minister of Justice actually included those regulations inside of the body of the Bill?

Further Mr. Speaker, I believe I answered the question in my prior statement. I'm not stating there isn't a problem, I'm stating by outlawing the practice they will make the issue even larger. But I will gladly state, I have looked into the eyes of victims, I worked with many of them and got them the protection they needed, as stated, I personally worked inside of the industry, I know what the problems are first hand, can the Prime Minister make the same claim, or is he outlawing a practice, that has been safely legal in Hutori for several centuries, for no further reason then his morality or is it that his Party is merely cow tailing to his much larger coalition partner?

I will further note, I have not once stated we won't support this piece of Legislation, we will in fact support it, our opposition is to the Anti-Degeneracy Act itself, not the legal protection the Conservatives are attempting to introduce to combat the problem they will inevitably create.

I will admit that the Justice Minister jumped the gun on that legislation. Our goal was always to eliminate the industry entirely while protecting sex workers. I will be speaking with the Minister to ensure this does not happen again.

We have added a clause to help women transition out of the sex industry, including a 300 million Lira fund that will provide scholarships, and direct wage subsidies for those transitioning. We have also added a clause that outlines the implementation and enforcement of the Anti-Degeneracy Act, which gives plenty of time for all of the programs in this bill to be successfully implemented.

Whilst overall, I support this bill and it’s intentions, the HSP seeks further clarification from the government on the punishment, and the procedure for punishment against those who perpetrate such heinous crimes.

I thank the Honourable leader of the Socialist Party for that question. As sex trafficking is already illegal in Hutori, those brought to justice would face the same punishment as they already do, which would be a prison sentence upwards of 10 years, at the discretion of the ruling judge.
