The Conservative Nationalist Party propose to adjust the government's spending budget to better address the economic and social situation of the United Republic of Mordusia.

The following budget is a reflection of th strong economic state our nation finds itself in, after the strong measures taken by this government since taking office. We are delighted to announce what may be the largest boost to public spending in our history. An increase of almost 140 Billion MRD has been invested into our public services as laid out below.

Having reviewed the costs of the provisional public health service in its transitional phase introduction, the government can reveal an increase in spending in health and social care of almost 80 Billion MRD. This is to follow with a restructuring program of such a public health system.

- Because until now, there was no public health system, the pervious budget was entirely a social care budget. Therefor the increase in spending is the total budget for the national care service. However this is to be followed by annual cash boosts of 2.5 Billion MRD from the national surplus. However the structure of this heal care service is to be entirely restructured and rebranded.

- We have safeguarded the social care budget of 123.5 Billion MRD. We intend to create a new benefit system to address any financial hardship caused by the introduction of the new tax system. This budget will be increased midway through the parliament by a forecasted 25 Billion MRD.

The defence budget has been streamlined. This has been achieved by transferring pensions of veterans to the department of health and social care. Therefore the actual defence capabilities of Mordusia are much the same as before. This budget will however receive a spending increase in the midway budget review of 4742.

We have increased spending for the department of justice due to plans to increase prison capacity and make huge reforms to punishment in our nation. More will follow in the justice act to be proposed.

As a government we are intent on providing public education for free, for all our pupils. The budget left by the last government has left our education system in ruin. Therefore we have increased spending in education at unprecedented levels. We are delighted to increase spending by 65 Billion MRD.

- This will ensure all our students have a fair opportunity to receive the best quality education our country has to offer.

Message1. What justifies a 20-times increase in the Head of Government budget - is there to be an invisible cloak of funding behind the government's rhetoric about transparency? What will this money be spent on?

2. How are the armed forces to be cut? Personnel? Weaponry? Scope of operation? (Hint - probably a bit of each might allow the government to fudge its answer). Where is the accompanying bill to pass such cuts through Parliament?

3. Nearly 70 BILLION MRD for the changes in H&SS ??? Has this figure just been plucked out of the air. The budget was already HUGE given that a free public health service had already been implemented before the CNP came to power.

4. Another 65 BILLION MRD for the Education budget ??? Again, a figure produced out of the government's magic hat with no numbers to back up how that figure was arrived at - given the changes in education policies had already been made which were self-financing (if the Prime Minister, the Minister for Education and the Minister for Finance have any memory of the painstaking approach that was taken to try to obtain support for its bills last term).

5. An explanation is also required for the (relatively) small increases for the other departments - although "relatively" is a relative term to use - there are still BILLIONS more ploughed into these sectors. Is it just a cost of living increase? If so, the Prime Minister might reflect on the fact that the incomes for all citizens in all States are generally static - but the CNP's taxation levels certainly can't be if these substantial sums are to be raised.

6. What about the poor relation - the Ministry of Environment and Tourism. These are two completely separate and important areas of our country's well-being and economy - yet not a "little" BILLION can be mustered for them. The environment will always benefit from investment just to maintain it at its current standard. And tourism is a potentially lucrative means in income - though with this government in charge we don't suppose many citizens of Terra will consider it an attractive place to visit.

Answers to ALL these questions please, in detail, with no skirting with platitudes, or they will just be repeated until they are.

MessageTo address the cuts to defence, may we direct the leader of the Alliance party to the initial statement. We have not cut personnel, equipment etc. We have stopped including army pension and financing as part of the defence budget. This is now included as part of the Social Care budget. As stated before, reforms to the welfare system are being made as result of this streamlining.

The Increasing in spending for health is due to the funding for the new health service to be introduced. as stated, if the hon. leader was to listen to the statement; Because until now, there was no public health system, the previous budget was entirely a social care budget. Therefore the original 123.5 Billion MRD was solely for social care due to the private sector providing healthcare. Therefore the extra nearly 80 Billion MRD is for the funding of the new MHS.

The previous budget for education was simply a disgrace; the mere 10 Billion was simply not emeough for a good quality level of education, in a population nearing 100 million people. We have invested heavily. This funding includes bursaries for students, along with investment for research institutions.

The increases in other government departments such as Ministry of justice have been outlined in the statement initially made! As for other areas, we are improving infrastructure, levelling up the quality of our transport systems and improving public services in an unprecedented scale.

We are investing in our country. To stimulate growth and prosperity.

As for an increase to HoG funding, this is in part due to the full expansion of the department, details of which are to be outlined in due course.
