This legislation refines the meaning of holding citizenship in our nation. This is the final legislation to follow the Citizenship Protection Act 1, that was passed earlier in our legislative term. We want to be fully clear; Being a national does not grant automatic citizenship. This legislation will impact those by law allowed free access to the Mordusia Health Service. More information on this is written in the MHS Act of 4740. |

Old value:: Citizens elect their mayor directly in a local election.
Current: The municipal councils exercise mayoral powers.
Proposed: The Head of State oversees the appointment of all mayors.
Article 2

Old value:: No titles of nobility are granted or recognised, their use is forbidden.
Current: Titles of nobility may be granted only by the Head of State.
Proposed: Titles of nobility may be granted only by the Head of State.
Article 3

Old value:: Nobility confers titles and minor political rights, but no direct control over people or land, and can be hereditary.

Message | Article 2 of this legislation is genuinely troubling to the SDP. The CNP claimed the Alliance as undemocratic in voting against their legislation regarding the speaker. Now that they have a majority, they demand the head of state appoints a democratically elected position. We demand the immediate repeal of this article. Message | The government wishes to see through the passing of this legislation, due to its significance in the very exciting MHS creation legislation for which we are delighted to have SDP support on the matter. We will work with all opposition parties where we can. However let us be clear; Currently, statistically based upon the national elections, more than 1 in 2 mayors is currently a CNP representative. We do not impose tyranny, we are creating a more effective communication structure between local and national government. We will agree to a mid term review of this policy to see whether it improves relations between local and national government. Message | A mid term review of this policy is not good enough. If a national government is effective, it can communicate efficiently with local governments. I ask again: why not abolish state elections if it would increase the communication between states and the national government? Why not abolish federal elections, so all levels communicate easily? Because that is tyranny. We do not stand for this legislation and anything less than an immediate repeal of that article is not sufficient. Anything less will cause relations between our two parties to entirely break down. If you say you will continue to "protect democracy", act upon your words. Learn that democracy is not executive national appointments but is fair and free elections. Repeal the article and we will begin cooperation again between the SDP and CNP. |

Message | The government is very concerned by an escalation of events. However we will continue to support this particular bill. If upon the passing of this bill the SDP wises to revoke article 2, the government will be willing to engage with the leader of the opposition, should they propose legislation to do so. Message | The fact that the government does not propose an immediate revision is startling. Though the SDP does not agree with the rest of the articles in this bill, none are as detestable as article 2. The fact such an article was proposed in the first place is enough to completely break down relations between our two parties. The SDP demands a revised bill be proposed, without article 2, or the SDP will be forced to take further action against this government, which has proven itself to be untrustworthy and does not have the confidence of the SDP and assumes the Alliance Party feels the same. Following actions will be taken against the CNP if it does not repeal this bill and create a revised version without article 2. |

Message | The Alliance will support whatever action the SDP deems appropriate. The CNP has, in no time at all, begun to break democracy and bring contempt upon Parliament, charges it thinks it can deflect away from by bandying those very accusations at other parties whenever the CNP are made to feel uncomfortable. The Alliance asserts the following: The CNP has no such assumed mandate from the people. Parliament had been provided with some glimpses of the behaviour of the CNP, but we would not have expected some of the things already being spewed up by this government.
