The Alliance would like to set out a complete review of the entire system of education in Mordusia. Existing policies are as follows: 1. PRE-SCHOOL: a. The government leaves the pre-school education policy to local governments 2. EDUCATION SYSTEM: a. There is a free public education system alongside private schools. b. Selective schools are allowed. c. There is a National Curriculum which all schools are obliged to follow. 3. PRIVATE SCHOOLS: a. Private schools are encouraged as per the existing law - see 2a b. Private educational institutions receive no government funding whatsoever. c. Charter schools must be non-profit and have a specific focus (and receive no funding - as per 3b) d. Any religion may set up a school, with no regulations (with no funding - as per 3b) 4. FURTHER EDUCATION a. The government maintains a system of universities, vocational schools, and colleges nationwide. b. The government allows public and private higher education institutions to coexist with self-regulation for those that are private. c.The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs. The coaltion has been in discussions concerning possible changes to the above to better suit their policies. However, the Minister for Finance has recently increased the funding of the education system substantially (http://classic.particracy.net/viewbill.php?billid=621620) As a result, instead of proposing the subsidy of private pre-schooling for those of lower income, we propose a completely free system of nursery education (while still allowing private ones to flourish) There are two other areas which the Alliance would like to address: A. Religious schools While not wishing to decrease freedom of choice, there is a risk in allowing any religion to set up a school. The Alliance proposes to maintain a list of "recognised" religions - these are free to establish private schools, without funding, and with regulation (future Bill) B. Regulation generally The Alliance proposes that - notwithstanding any lack of reference to the presence or level of regulation stated by the laws of the land - a regulatory body be set up to oversee whatever level and extent of regulation the government of the day wishes to impose (future Bill) |

Message | Of course, Article 1 is not to be interpreted as meaning that ONLY private higher education is available, because of the other currently existing law which states: "The government maintains a system of universities, vocational schools, and colleges nationwide" (4a in the Bill's main description) Similarly, Article 1 is not to be interpreted as meaning that private higher education establishments are regulated, but public ones are not (hence the Bill's statement of intent towards introducing a regulatory body which applies regulation to the ENTIRE education system. In fact, just to reiterate - all pre-school, school and further education establishments (both private and public, of which each sector has BOTH) are ALL to be subject to regulation. Funding is restricted to PUBLIC pre-schools, schools and further education establishments. |
