To give social-services a head start on regulating parents who might not be competent parents the government should test would be parents before the child is born. If the couple fail then they will be visited by a health inspector every six months until it is believed the child is under no threat. If found that there is any mal-treatment then the child will be placed into care and possibly put up for adoption. |
