We propose the reestablishment of the upper house which existed during the time of the Fourth Republic, the Senate of the Republic. Formally it will be known as the 'Senate of the Empire' and will act as stated as the nation's upper house, while the National Assembly shall act as the lower house.

ARTICLE I: There shall be for the Istalian Empire an Upper House known as the Senate of the Empire, which shall be composed of 100 elected senators, all of whom shall serve a term of two National Assembly legislatures. The purpose of the Senate shall be to approve Laws (OOC: primarily RP laws) which has passed the Lower House, known as the National Assembly of the Empire.

ARTICLE II: The election of the Senators shall be this: 80 Senators are elected from the Regions, 16 from each Region. In each region, 10 of the 16 seats go to the largest party, while 5 will go to the second-placed party, and 1 will go to the third-placed party. The remaining 20 Senators will be elected from a single, nation-wide constituency. On the national level, 20 seats are elected based on national vote totals for each party. The electoral system is the D'Hondt method (easily calculated using this tool: https://icon.cat/util/elections). This ensures minority representation for others than the top 3 regionally.

ARTICLE III: The Senate is a Consultative Body and a Chamber of the Regions, it can propose Bills, send recommendation to the Lower House; known as the National Assembly of the Empire and to the Government and it has part into the legislative process about the regional, local and constitutional matters. If the National Assembly votes to approve of a Law (OOC: RP Law), the Law will then be sent to the Senate for a second and final approval, however, the Senate can reject the Law, and the rejection shall be binding. Constitutional Laws must generally need a 2/3rd voting approval from the National Assembly and be sent to the Senate for another 2/3rd voting approval before entering into National Law. Constitutional Laws on a case-by-case basis, such for example does which do not radically alter the democratic and/or current institutions of Istalia, or such as the creation of bodies, departments and agencies, do only need a simple majority in the National Assembly but will have to need a 2/3rd voting approval by the Senate.

ARTICLE IV: The Senate of the Empire shall be chaired by a President, whom of which shall swear an oath of non-partisanship during his/her term as President of the Senate. The President of the Senate shall be accompanied by a Vice-President who will as well shall swear an oath of non-partisanship during his/her term. The President of the Senate is chosen from among the Senators of the most voted political party, and he/she will elect the Vice-President from another party than the President of the Senate, and once the President and the Vice-President has been chosen his/her seats will be given up to someone else from his/her political party.

ARTICLE V: The official name of the Upper House shall be the "Senate of the Istalian Empire", also for official purposes it can be shortened down to the "Senate of the Empire", for current and historic purposes it can be called just the "Imperial Senate", to have a short and common reference to the current Imperial times and to distinct from the "Republican Senate" from the Fourth Republic. MessageDear member of the PSN,
That would bring us to the same representation as in the National Assembly, by using another method, we can get a unique system with actual ability to decide the fate of certain laws (OOC: RP laws). I we use party vote proportion, and a group of parties wish to undemocratically alter the democracy of Istalia, then they would have no problem in succeeding if they have together a 2/3rd majority in the Assembly, because then they would have also a 2/3rd majority in the Senate, if we gave away seats in the same way as it is done in the Assembly then the Senate would in reality be pretty pointless. So the recent election results would slightly alter the balance of power in the Senate, making sure that just because something passes in the Lower House, it won't necessarily have to pass in the Upper House. Thank you.

We shall remove our support to this bill at this moment after finding that Senate rejections shall be binding, as we deem it as an attempt to protect the Empire and nothing else, especially with the following: "Constitutional Laws on a case-by-case basis, such for example does which do not radically alter the democratic and/or current institutions of Istalia, or such as the creation of bodies, departments and agencies, do only need a simple majority in the National Assembly but will have to need a 2/3rd voting approval by the Senate."

We believe that a unfavorable resolution by the Senate shall be revoked by another majority in the National Assembly,
