(This bill was proposed by the minister of Food and Agriculture Jo Jenrick)
The amount of fish that are being caught by the fishing industry of one province is matter that affect all surrounding provinces. Fish do not know borders. If, let's say, Roccato overfish the sea surrounding the border, it while affect the fishing industry of Falristan and Kenai. This is why the Fishing quotas must be control by the national governement and not by local governement.


Provision;
Article 1) Upon the passage of this bill, the ministry of Food and Agriculture will be responsible for setting fishing quotas all arounds the hutorian border and in bodies of water which extend in the territory of at least two hutorian province.
Article 2) Upon the passage of this bill, the governement of each hutorian province will be responsible for determining the fishing quotas of all bodies of water inside their territory that do not not extend in the territory of another hutorian province.
