The Alliance would like to debate the following law: "Government policy concerning granting citizenship." (Policy A)

The current policy on this is that "Citizenship is gained by passing a qualifying exam." (call it A1)
Other options are "Citizenship is granted only to landowners (A2)"
"Citizenship is granted based on race/religion/gender (A3)" and
"Citizenship is granted to all nationals (A4)"
The Alliance would like to consider adopting the last of these, but before formally proposing it the Alliance would like to confirm that all parties understand the policy to mean the same thing.

The Alliance does NOT think that this policy means that people entering our nation (as refugees or immigrants) are granted citizenship - ie it does not say "Citizenship is granted to all nationalities entering our nation". We think it means that everyone in our nation is deemed to be a citizen - that there are no second-class people in society identified by not being landowners, or by not having the right race/religion/gender - as the other options would demand.

So - does the current policy therefore mean that people who were born in Mordusia and have lived here all their lives are not automatically deemed to be citizens of Mordusia unless they pass a test? If so, is that the policy we would want to keep?

There are two other policies on citizenship:

Legality of multiple citizenship (Policy B)
------------------------------------------------
The current policy is "Multiple citizenship is allowed, but must be registered" (B1)
Alternatives are "Multiple citizenship is allowed without further regulations (B2)"
"Government permission is required for multiple citizenship (B3)"
"Multiple citizenship is not allowed, the country's citizenship is exclusive (B4)" and
"Multiple citizenship is not allowed, and considered a criminal offense (B5)"
The Alliance would like to ask the other parties if the current policy is their preferred one?

Finally, there is a law concerning "Government policy concerning granting nationality (national of this state without implication of having citizenship rights)" (Policy C)

This DOES relate to immigrants, and the current policy is "Anyone receives nationality but immigrants must pass a test to gain nationality." (C1)
Alternatives: are "Only those born to nationals become nationals (C2)"
"Only those born in this country or to nationals receive nationality (C3)" and
"Anyone is able to claim nationality (C4)"
The fact that this specifically relates to immigrants seems to confirm the Alliance's suggestion concerning the first policy.

Please debate, expressing your confirmation or otherwise of the Alliance's interpretation of the three laws, and expressing preferences 1,2,3 etc for policies A, B and C. We will then consider a formal proposal.

Again, due to recent system down-time, the Alliance is putting this to the vote despite no feedback from the LDP. Delay would mean that the legislation would run out of time before the next election.

The MLP agrees with the Alliance's interpretation of the article included in this bill - and trust this is now not ambiguous to any party.
The Alliance would have considered changed to the other two policies mentioned in the bill, but as the MLP preference is to leave them as they are, and in the absence of LDP input, the Alliance is not doing so.
