We propose the reestablishment and institutionalization of the former National Salvation Military Council which existed during the time of the Old Kivonian Republic, the Kivonian Empire and the New Kivonian Republic. Formally it will be known as the 'National Salvation Military Council for the Kivonian Revolution' and will act as as the nation's upper house, while the Civil Assembly shall act as the lower house.

ARTICLE I: There shall be for the Third Kivonian Republic (Davostan) and all its successor States an Upper House known as the National Salvation Military Council, which shall be composed of the 20 military officers, known as Sub-Provincial Officers (http://classic.particracy.net/viewbill.php?billid=624352), four from each Province, all of whom shall serve a life long term. The purpose of the National Salvation Military Council shall be to approve Laws (OOC: primarily RP laws) which has passed the Lower House, known as the Civil Assembly. All members of the NSMC must be non-partisan.

ARTICLE II: The choosing of the military officers shall be this: 4 Officers who have been given administrative control over their respective constituent region within nation's Provinces, known as Sub-Provinces, shall become members of the National Salvation Military Council. In total, there are 20 Sub-Provincial Officers in the country, all serving a term for life, unless resignation or removal by the National Military Commission.

ARTICLE III: The NSMC is a Consultative Body and a Chamber of the Regions, it can propose Bills, send recommendation to the Lower House; known as the Civil Assembly and to the Government and it has part into the legislative process about the regional, local and constitutional matters. If the Civil Assembly votes to approve of a Law (OOC: RP Law), the Law will then be sent to the NSMC for a second and final approval, however, the NSMC can reject the Law, and the rejection shall be binding. Constitutional Laws must generally need a 2/3rd voting approval from the Civil Assembly and be sent to the NSMC for another 2/3rd voting approval before entering into National Law. Constitutional Laws on a case-by-case basis, such for example does which do not radically alter the stratocratic and/or current institutions of the Third Republic (Davostan) and its legal successor States, or such as the creation of bodies, departments and agencies, do only need a simple majority in the Civil Assembly but will have to need a 2/3rd voting approval by the NSMC.

ARTICLE IV: The National Salvation Military Council shall be chaired by a Chairman/woman, whom of which shall swear an oath of non-partisanship during his/her term as Chairman/woman of the NSMC. The Chairman/woman of the NSMC shall be accompanied by a Deputy-Chairman/woman who will as well shall swear an oath of non-partisanship during his/her term. The Chairman/woman of the NSMC is chosen by the members of the NSMC and does not have to be a member of the NSMC, and elected Chairman/woman will chose his/her Deputy-Chairman/woman from whomever he/she choses.

ARTICLE V: The ruling body of the National Salvation Military Council, shall be the National Military Commission, chaired by the Chairman/woman of the NSMC and accompanied by the Deputy Chairman/woman, the State Officer for National Preservation of the Republic, a Secretary of the Commission, a representative from the National Government and a representative from the Opposition in the Civil Assembly. The Secretary of the National Military Commission is nominated by the Chairman/woman and appointed by the National Salvation Military Council. The National Government sends a representative of its choosing and the largest Opposition party sends a representative of their choosing.

ARTICLE V: The National Salvation Military Council contains the authority of the appointment of military officers around the nation, as well as the promotion of soldiers to high ranking psoistions, and the National Salvation Military Council shall be the Supreme Military Decision Body. The National Military Commission shall serve as the executive body of the NSMC and shall be the body which has the final say on all different matters. During times of State Emergency, the National Military Commission has the authority to legislative and enact non-constitutional laws without the approval of either the National Salvation Military Council or the Civil Assembly. The National Salvation Military Council has the authority to draft laws, constitutional or non-constitutional, and approve them, after they must send the law to the Civil Assembly who must vote with a simple majority to approve or reject it, if the law is rejected, the National Salvation Military Council can veto the rejection with a 2/3rd majority, and the law shall be enacted as National Law, the same goes for statutes and resolution.

ARTICLE VI: To abolish the National Salvation Military Council, the national legislature (the Civil Assembly and its successors) would need a unanimous vote to approve of such abolishing, and there must not exist a single political party, organization or movement outside the national legislature contesting in national and/or regional elections.


EXTRA ARTICLE: The first National Military Commission will be formed at the moment of
the approval of this law chaired by the State Officer for National Preservation of the Republic,
until the members of the National Salvation Military Council has been chosen.
