The right to assemble is crucial aspect of both political freedom and freedom of expression. We can't let the police force to disperse a group simply because they arbitrarily consider that this group is threath. We need to have clear guideline on when a group can be disperse so that there is no abuse of power from the police force.

Provision;

Article 1) Upon the passage of this bill, Police Forces shall only have the right to disperse a assembly if a state of emergency has been declared either at the national level by the Federal Governement or in the province in which the assembly is located by the local provincial governement.
