(This bill was proposed by the minister of Justice Cristina Davidson) The right to assemble is crucial aspect of both political freedom and freedom of expression. We can't let the police force to disperse a group simply because they arbitrarily consider that this group is threath. We need to have clear guideline on when a group can be disperse so that there is no abuse of power from the police force. Provision; Article 1) Upon the passage of this bill, Police Forces shall only have the right to disperse a assembly if a state of emergency has been declared either at the national level by the Federal Governement or in the province in which the assembly is located by the local provincial governement. |
