Good Afternoon Members of the House, thank you, Mr Speaker, for the opportunity to put this bill forward to the house. After Consultation in the previous government, the time has come for us to pursue further devolution. this bill is designed to hand more power down to the County level governments, Governor-Generals will be able to pursue the regulation of their own priorities, this will be overseen by a Section of the Home Office during this Coalition. Message | Mr Speaker, While our party applauds the efforts of the Home Office, and of our respectable friends from the CSP, we propose the following amendments to the bill proposed. We oppose the changes set out in Article 1 on the direct election of mayors. Direct elections allow the mayor to gain greater democratic recognition and mandate to effectively govern the local region. We believe in its value and hope to retain this important democratic practice. We oppose articles 4, 5, 7 and 8 (on closed shops, fireworks regulations, profit sharing and the minimum wage) on grounds of economic intervention, as these proposals would damage the economic freedom and competition that allows prosperity in Rutania. It is also beyond the responsibility of the Home Office to carry out such acts. While Common Democracy supports the proposals for devolution in this bill, we believe that the above proposals have to be sufficiently curtailed and removed for our party to vote in favour.
