After receiving the responses from all the parliamentary groups, this government proceeds to formally open the debate on the current political system and the underestimation that the inhabitants of the island of Alaria have suffered for a long time.

This government proposes the creation of a national parliament for the island of Alaria, the composition of which will be calculated based on the results obtained in the national elections in both regions (Sarregna and Silicia). In the same way, based on the parliamentary composition, it will be the island's parliament that will have the power to appoint a head of government for the island - whose name, suggested by the Populists, could be that of Minister-President, But this point is open to debate.

In this way, each region of the island will continue to be governed by its governors, but above them will be this consensus political figure who will have greater authority to express the will of the citizens of Alaria vis-à-vis the national government.

Now, this government wants to agree on the opinion of the rest of the political groups on the regulation of these two new political figures - president and parliament -, as well as their fit in the political scene in Istalia and their inclusion in the Constitution, regulated by the laws established here.

We will say this once more, we will not support giving any autonomy to the island of Alaria. The only condition would be a constitutional law in which it is guaranteed that the regions of Sarregna and Silicia, though granted autonomy shall and MUST remain a part of the Istalian state, and that any form of attempted secession shall be considered an impossible and highly illegal act synonymous with a declaration of war. Our proposal is to create the figure of the Minister-President of Alaria. This politician shall be elected by a qualified majority of the newly elected Assembly of Alaria, or by the largest party in the same Assembly, composed by 272/273 members (OOC: as each of the two regions elects between 136 or 137 parlamentarians), stablished with the results of the regional elections in both regions, Silicia and Sarregna.

This political figure would rank higher than the regional governors, but would be placed below the position of Prime Minister of Istalia. The authority of this political figure would not be to legislate in moral or ethical matters, that shall be left to the regional assemblies of both regions or, if there is a conflict, it can be voted in the Alarian Assembly, so there would be no "regional government" for the whole island of Alaria.

The other way, we propose that this Minister-President shall be able to name a government for the whole island of Alaria, being forced to have two "vice-presidents" or Ministers for the territories, one for Silicia and one for Sarregna, that would be the Governors of both regions. In the case of this proposal, both regions shall lose a little of their own autonomy in favor of coordination, empowering the Alarian Assembly but reducing the power of Silician and Sarregnan assemblies.

Regarding the words of the Populists, we do not share the idea of comparing any attempt with a "declaration of war". Those are heavy words and could be seen as "political prosecution". However, we are open to debate the inclusion in the Constitution of some issues regarding this.

The OFF leadership discussed this matter with the following outcome:

1. That we favour the possibility of the provinces to implement there own policies which fit them best. We also believe that Defence, Foreign Affairs and security should be kept a national matter. Also, the Alaria should contribute financially to the budget of Istalia.

2. The HOS of Istalia will always be the HOS of Alaria.

3. There can be no Alarian army. The Istalian army operates in the same way as everywhere else in Istalia. No exeptions. Istalian Conscription law is also in place in Alaria.

4. Question: what if other provinces want to become an autonomous region? Will that be allowed as well?

5 We believe that this constitutional reform needs a 2/3 majority in the Assembly and Senate.

MessageMr Speaker,
we are satisfied by the proposes by LB and we share also the words of OFF.

However, I think that the Government should work with Alarian administrations to create at least two proposal to be submitted to the citizens of both the regions of Alaria through a referendum.

We should ask to the Alarian citizens if they prefer to keep the current situation or, for example, create a strong island government and legislature or a lesser power island institutions with Sarregna and Silicia keeping largest powers.

The Alliance would like to have Sarregna and Silicia keeping some degree of powers.

Obviously Alaria will remain part of Istalia and we think that the point underlined by OFF will be not undermined by this reform (these points will remain national policies of course).
