Message	OOC: It is completely RP friendly, take for instance you have a majority in the senate or house or whatever the chamber is called, but the other party have HOS and only the HOS can propoase a cabinet, you should be able to pass your tax bills, but you can't, on top of that the opposition should be able to propoase a budget.

Message	OOC: I do look at the law, but I remember a time when that was the law and it was abused by the SWP. On the topic of finance bills unless you can show me to rule that says I can't, I don't care what it was ment to be or what you want me to do, I will do as I see fit.
