MessageIf they lack a licence then they shouldn't be selling food and should be prosecuted for breaking the law.
So, the change in the law allows businesses to sell food in any conditions they want just so long as the food is in date. Doesn't matter that the place of business is unhygienic, or could possibly allow for contamination of said foodstuffs so as to make them unfit for human consumption, but no they would be fine so long as the shelf lives are enforced.
Public safety, in all its forms, are the primary concern of government. Please stop trying to reduce the governments ability to provide this.
