Title: An Act To Regulate The Granting of Hutorian Citizenship (4794)

Short Title: Citizenship Reform Act (4794)

Article 1) Birthright Citizenship
1.1 Any person born within the territory of the Federal Republic of Hutori shall be granted citizenship, irregardless of the citizenship status of their parents.
1.2 Article 1.1 shall no apply to persons born in territories militarily occupied by the Federal Republic of Hutori.

Article 2) Foreign Citizens
2.1 Citizens of foreign nations who wish to obtain Hutorian citizenship must first gain permanent resident status and reside in Hutori for a continuous period of two (2) years.
2.2 Those seeking Hutorian citizenship must pass an exam proving basic knowledge of Hutori's history, culture and government structure. The level of knowledge required to pass the test shall be a level deemed reasonable.

Article 3) Rights of Cabinet
3.1 The Cabinet of the Federal Republic may at any time issue an Order in Council preventing the granting of citizenship to citizens of specific nations when national security is threatened.
3.2 These orders must be renewed every two (2) years at minimum.
