An act to establish the People's Constituent Assembly, empowered to review, approve, repeal, and approve amendments to the evolving Selucian constitution. The People's Constituent Assembly shall be elected by universal suffrage by all Selucian citizens residing on Selucian territory in single-member districts using a First Past the Post system. Only candidates not affiliated with any political party may stand for election. The People's Constituent Assembly shall have a five year mandate and will receive and vote on proposals from the Duodecimvirate. Decisions by the Constituent Assembly shall carry force of law. Members of the Constituent Assembly may not introduce proposals. The Duodecimviri Rei Publicae Constituendae Rectorali Potestate are renamed as Duodecimviri Legibus Faciendis et Senatus Legendi Causa Rectorali Potestate (Duodecimvirs for the Writing of Laws and for Filling the Senate with Rectoral Power) and will serve for a second five year mandate. Their powers include the introduction of laws for review by the Constituent Assembly and establishing a Senate for the Republic. |
