| Constitution of 4820: -Preamble- The Social Republic of Dolgava is a socialist republic. Led by the Unified Left/Astaritist Coailition and their allies in the United Front of Dolgava, this Constitution intends to make the nation stable and invulnerable to any internal and external force. -Articles- 1. The Legislature of the SRD is undivided as the unicameral Revolutionary Assembly of Representatives. a) The Revolutionary Assembly of Representatives is the culmination of the people's voices, with 100 representatives per National District. b) The Revolutionary Assembly of Representatives will submit to the people's direct demand, allowing for referenda on most issues. c) The State Affairs Commission will determine which laws are deemed suitable for referenda, and which are not based on issues of national security. d) The Revolutionary Assembly of Representatives shall make decisions via a deliberative process before coming to a vote. 2. The Head of Government of the nation will be the Premier of the State Council. a) The Premier is to be elected to the legislature, and chosen to lead the nation by their fellow legislators. b) The Premier, once chosen, will nominate members of the State Council to be approved by the legislature. c) The State Council will be made up of 12 Councillors and the Premier, who must resign their positions in the legislature once appointed. d) State Councillors will appoint experts in their field to assist them; and rely on their judgement to make intelligent and apolitical decisions to help the people. 3. The Head of State of the nation will be the President. a) The President will be generally elected alongside the legislature by the people in a two-round system. b) The President will hold the office of Chairperson of the State Affairs Commission ex officio of being popularly elected. c) The State Affairs Commission will consist of Commissioners appointed by the President and Chairperson for the duration of the Presidential term, with as many Commissioners as the Chairperson sees fit. d) The State Affairs Commission will serve as a joint executive-legislative body, advising the nation on matters, approving government actions, and signing off on bills passed by the legislature. 4. Parties and organisations seeking to overthrow the current system, to establish a bourgeois one, are totally forbidden. a) Socialist parties and organisations, as well as factions, are allowed to exist. b) A socialist party and organisation may still be suspended if suspected of plotting against the socialist republic. c) The State Affairs Commission has the final say on which parties may be suspended or forbidden. d) By default, any conservative, non-leftist, anti-democratic, or anti-SRD parties will be outright banned. 5. The Dolgavan socialist state serves the people, and only the people. a) Reducing the influence of classes and elites, other than the proleteriat, is expected over time. b) The bourgeoisie must be ungranted the right to vote and participate in politics. c) The bourgeoisie will, eventually, be forced to have the same rights as the proletariat, removing their powers from the workplace. These articles are subject to change. Modifying the constitution requires the approval of a constitutional majority, including, necessarily, the ruling party (VK/AK). This constitution may be struck down by a simple majority. |
