MessageSo we give other countries money in order that we can exploit their markets, so these countries become poorer, so they need more aid.

MessageThey need not become poorer, they dont have to pay interest, simply once they have spent the amount we gave them they are free. Who says we will not set up various factories abroad and employ foreign workers?

MessageThese countries need protectionist economic policies of the type that tied aid aims to defeat. It has been proved time and time again that tied aid helps no-one.
