Article 1) 1.1 Caps on the rates that telecom service providers may charge will be eliminated. 1.2 Single adult Hutorians earning less than 25,000 Lira per year, and families earning less than 45,000 Lira per year will automatically be entered into the Hutorian Low Income Telecoms Coverage Program, which will give registered telecoms providers a database of eligible citizens whose charges can be direct billed to the program. |
