In accordance with section 7 of the Game Rules, Deltaria is a "culturally protected" country. Below is the cultural protocol which all players in the country must abide. Throughout the document, the real-life equivalent is shown in brackets next to the in-game name. The previous cultural protocol can be found here: http://classic.particracy.net/viewbill.php?billid=625939 --OVERVIEW-- The ancestors of today's Deltarians originated in central Artania, around the territory of today's Luthori and Ikradon. In a series of events known as the Deltarian Migrations, the Deltarian people, by then having a culture resembling a combination of real-life Vikings and Magyar tribes, moved to their current location, where they formed an empire under the rule of the Tokundian tribe. When the other Deltarian tribes rebelled against the Tokundians and expelled them, Deltaria was reformed as Great Deltaria, a descentralized monarchy that established a large colonial empire around Terra. Great Deltaria collapsed as a result of the Terror, a century-long civil war, which ended with the nations of Deltaria reuniting and forming modern Deltaria. In the modern period Deltaria has existed both as a republic and as a Czarist monarchy. Throughout most of its in-game history, Deltaria was ruled by aristocratic or czarist governments and has conquered a number of countries throughout the world. After several centuries of democratic and pro-Western governance, Deltaria has acquired a number of modern features and has partially moved away from its older feudalistic culture. Due to its diverse ethnic background, Deltaria has experienced significant inter-communal tension and violence in the past. --ETHNICITY-- Deltaria is based on a wide variety of real-world influences in Eastern Europe, particularly the Balkans and Slavic population. Specific historic states that provide inspiration for the country’s culture include the Tsardom of Russia, the medieval Kingdom of Hungary, the Romanian Principalities (Wallachia and Moldavia), Great Moravia, and the medieval Bulgarian and Serbian Empires as well as pre-Christian Scandinavia and Anglo-Saxon England. The major ethnic groups in the country are divided into a number of larger meta-ethnic groups. The largest of these are the Delic (Slavic) peoples, composed of a number of smaller specific ethnic groups that all speak languages in the Delic (Slavic) language family. The second historically significant grouping is the Dunic (early Germanic) peoples who are related to the Dundorfic (contemporary Germanic) peoples of northern Artania. The third major grouping is the Jelbic (broad Eurasian steppe) peoples, who speak the Jelbic (fictional constructed) languages. In Deltaria most of the Jelbic community speaks Dissuwan (Hungarian), a language which is not mutually intelligible with the other Jelbic languages however Dissuawans (Jelbic-infuenced Hungarians) retain a cultural connection to the other Jelbic peoples. Small minorities also speak Tokundian (Serbian), Rodshya (Russian) and Kozak (Ukrainian). In the modern era Daralian (Slovak) has become the country’s lingua franca, used within the government, the military and the nobility and understood by a significant portion of the population.
