Message | This was response. Convinced me. Dear Minister Duqaq, Thank you for your timely response. Please allow me to respond to your questions: 1. Any potential actions undertaken by the Security Council must be measured against the Guiding Principles and the Declaration of Natural Human Rights. The Security Council, as a body bound by international law, is prohibited from interfering in the affairs of sovereign states on matters that do not concern international peace and security. Thus, the only time the Security Council can—and in our view, should authorize military action is under circumstances wherein the activities of a nation threaten the peace and security of the international community. For instance, such a threat could included a verifiable genocide, or the initiation of hostilities between two state parties (i.e. an invasion of another sovereign nation). 2. The Security Council already has, in a sense, a permanent military force as represented by the World Congress Peacekeeping Office. Our view is that this is the only standing force the World Congress should maintain. We intend, further, to reform this body to make it more accountable and strictly limit its mandate to peacekeeping and observatory missions (i.e. to prohibit SC regime change interventions). We intend to restructure the funding formula such that nations are no longer required to pay a flat fee to the WCPO. This is regressive and disproportionately affects the finances of developing countries. Please feel free to reach out if you have any further questions or concerns.
