Mr. Speaker, Realizing that certain elements of the free market may be constricted under current provisions of the laws, and yet acknowledging that some businesses ought not to be conducted by the free market, I shall propose several provisions which may serve to enhance the conduct of business within our Commonwealth before the Assembly. Article 1

Old value:: The government operates and owns all banks.
Current: The government operates a central bank and all other banks are private.
Proposed: The government operates large, national banks, but small community based private banks are allowed.
Article 2
Proposal[?] to change Policy concerning industrial hemp.
Old value:: Industrial hemp is illegal.
Current: Industrial hemp regulations are left up to local governments.
Proposed: Only regulated agribusinesses may produce industrial hemp.

Old value:: Only government-run trade unions exist and membership in them is compulsory.
Current: Trade unions may exist and worker membership is voluntary.
Proposed: Trade unions may exist and worker membership is voluntary.

Old value:: The state subsidizes the phone service of low income families but does not regulate the rates providers can charge for phone service.
Current: The state regulates the rates providers can charge for phone service.
Proposed: Telephone lines are provided free of charge to all citizens.

Old value:: Only professionals may run licensed fireworks shows, fireworks are illegal to the general public.

Old value:: The government does not intervene in the market nor provide any form of subsidies/relief to industries.

Current: All TV stations are owned by independent non-profit-making cooperatives which receive no subsidies from the government.
Proposed: The government subsidises independent non-profit-making cooperatives for educational and informational purposes; other private non-subsidised TV stations are allowed.

Old value:: Hunting and fishing activities are restricted to designated areas and periods.
Current: Hunting and fishing activities are restricted to designated areas and periods.
Proposed: The matters of hunting and fishing are handled by local governments.
