OOC:So I felt like giving the President political power would make more interesting RP, also would make the President a much more important position for parties to run for rather than being a de-facto symbolic position IC: All bills, passed by the Senate, shall not come into action until receiving a signature from the President. or with a 2/3rds majority in the Senate that overrides a Presidential veto.This amendment shall not affect constitutional amendments passed by the Senate with a 2/3rd’s majority, cabinet bills, and/or budget bills. Upon passage by the Senate with a simple majority, a copy of the bill shall be sent to the President’s office by the Prime Minister and the Leader of the Opposition.If the President wants to veto a bill, he or she will have to return the bill unsigned back to the Senate within 9 months of the bill ending up on the President’s desk.If that happens, there shall be a reasonable amount of time allotted for a senator to motion for a vote on overriding the veto, meaning the law will bypass the veto and be enacted. If no senator motions to vote on overriding the veto, the veto will stand.If a senator does, then the Senate shall vote on overriding the veto.If 2/3rds of the Senate vote to override the veto, the vetoed bill will become law.If 2/3rds of the senate don’t vote to override the veto, the veto will stand, and the bill remains defeated. All bills created after the passage of this amendment shall have a signature line underneath the title of the bill large enough that the President can see and sign it.If the President writes his or her signature on the line where the President is supposed to write his or her signature, the signed bill will become law.If the President does not sign or veto the bill within the 9 months he or she is supposed to do so, the bill will be passed or vetoed opposite of the political platform of the President’s party or political views based on prior history if the President is independent.For example, President is apart of Party A, Party A doesn’t like the bill, but the President does not sign nor does he veto the bill within the 9 months, since Party A does not like the bill, the bill passes.If Party A did like the bill, the bill is vetoed.(OOC:I made this provision because I kinda don’t want parties that control the Presidency that likes or doesn’t like a certain bill to just wait out the time until it is automatically vetoed/passed because that ruins the point of the RP in my opinion.If you want to suggest a better way to do this, you may suggest it.) OOC:Basically how this will work is, in order to not affect your parties voting record as well as making sure that we literally don’t have to wait 9 months under a vetoed law, bills will have to be passed via the stimulated way, where you type how your senators vote in the debate chat instead of using the in game mechanic.To show how it would look like, I’ll present a bill from the time that me and the TM player RP’d an Upper House: http://classic.particracy.net/viewbill.php?billid=623408 As usual, regular bills will be passed with a simple majority.If a simple majority isn’t achieved, the bill will be voted on using the in game mechanic and defeated or it must be deleted. If a simple majority is achieved, the player whose party that controls the President can write “vetoed” or “signed” in the debate section.If the player, in character, writes “signed”, the bill will be voted on using the in game mechanic and passed.If the player, in character, writes vetoed, other players, in character, may write a motion to override.If a motion to override happens, using the stimulated voting method I mentioned earlier, the bill will have an override vote.If 2/3rds of the Senate votes to override the veto, the bill will be voted on using the in game method and passed.If 2/3rds of the Senate don’t vote to override the veto, the bill must be deleted. |
